The Image Archive Forum Payment System Task Force developed this document to describe how banks can use technology to create additional financial value from traditional check based services while implementing new, image-based services that will improve customer service levels and therefore increase banks' ability to compete successfully with non-banks.
IAF Payment Systems Task Force: Introduction (Size: 308k)
As the industry evolves in its use of image, the Payments System Task Force envisions three significant stages of evolution from today's check processing environment. The first stage is the addition of Electronic Check Presentment (ECP) to the current check platforms and ancillary systems. The second stage is the implementation of image with a single bank/internal use focus. The next significant evolution is to the myriad of image exchange options that will exist in a multi-bank environment. This document presents process flow charts and narratives that document the three different stages, the functions that are performed and the entities that are impacted. For each scenario, the Task Force documented the process flows for the collecting bank, the paying bank, returns, and research and adjustments. Each of the flows and the associated narrative highlight the functional areas and subsequently the entity, i.e., the depositing customer, the collecting bank, the paying, bank, the paying customer, as well as intermediary processors that are impacted by the evolutionary implementations.
IAF Payment Systems Task Force: Methodology and Value (Size: 1,037k)
The Methodology and Value exhibits high level calculations to determine the incremental value of Stage III (Multi-bank Image Interchange) in the transition to image interchange. Only the incremental value of Stage III is included in the document as it was assumed that the value of the earlier stages would have already been achieved prior to the implementation of Stage III. Value calculations for two versions of Stage III are included. One version assumes that images will follow the ECP transmissions and the second assumes that images are available on request.
IAF Payment Systems Task Force: Economic Framework (Size: 277k)
The Economic Framework illustrates areas where financial impacts are most likely to occur when migrating from a single institution image environment to a multiple institutions image interchange environment. Using this model each financial institution should perform its own evaluation based on its unique considerations. This analysis assumes that participants will make financial decisions based on impacts to their own organizations and not to the industry. The analysis does not attempt to identify the industry cost components.
The model begins with a high level description of the process to be evaluated. The model is organized into two logical parts; the Collecting Bank and the Paying Bank. Included is a brief description of the participant's process(es) and three aspects key to each ones financial analysis: 1) Continuing Functions, 2) Expected Reductions and 3) Expected Increases. Two matrices; 1) Running Cost and 2) One Time Costs are also included. Running costs are costs that are incurred on a regular recurring basis. One time costs are costs that are incurred just once.
